I think what youre doing is definitely a step on the right track and you have to start somewhere otherwise nothing will happen.
Knowing Iraq though and the tribal mentality, the harder step is to get the law enforcement, legislative and political powers to support this great initiative. Someone hits his wife, she calls the police, the husband or is cousins have the right connections in the corrupt system and the poor wife will find herself being blamed and shamed about what happened. I think that you need to teach human rights and for that matter animal rights as well from primary school on-wards. The whole culture has to be changed for the better.
